POSITION: Data Specialist for the Office of Talent Management and Labor Relations

REPORTS TO:   Executive Director of Human Resources and or Designee

PRIMARY FUNCTION: The Data Specialist is responsible for assisting in the processing, storing, and retrieving of information for the Office of Talent Management of the Hartford Board of Education. Major responsibilities include a thorough working knowledge of all information systems and policies maintained by the Office of Talent Management (MUNIS, Connecticut Educator Data System, Laserfiche, Anthem, etc.). The Data Specialist will assist in the processing, maintenance, and reporting of employee data from a variety of data sources

TYPICAL DUTIES AND RESPONSIBILITIES:

Develop a thorough understanding of the flow of information throughout the Office of Talent Management, and the connection the information has to other departments within the district, as well as the district’s reporting agencies (e.g., CT DOE compliance reports), to assist in the processing of specified tasks within the workflow.

Responsible for the processing of new hires, employee information and assignment changes, payroll changes, benefits & insurance and other employment data into OTM information systems, Anthem, and CT Department of Education database (EDS). Including, but not limited to the following:

  • Processing new hires in Munis Master, Assignment, Pay, and Deductions, as well as in EDS and Anthem (where applicable)
  • Filing/Storing personnel documents to Laserfiche and any pertinent databases
  • Co-leading professional development trainings
  • Researching historical employee information (e.g., employee purchasable service requests)
  • Collaborating with team on employee data validation and data accuracy
  • Processing leaves of absence in EDS for certified staff
  • Ensuring attendance systems are in compliance with the current collective bargaining unit agreements, memorandum of understanding (MOUs), etc.
  • Provide customer support for OTM Information with employees (former and current), departments, and schools, including, but not limited to, processing life and health insurance changes (enrollment, cancellation, explanation of benefits, billing support, etc)
  • Assist with information requests by other departments/schools and outside agencies
  • Perform other duties as assigned to ensure efficient operation in the Office of Talent Management

SKILLS, KNOWLEDGE, QUALIFICATIONS, AND EXPERIENCE:

  • Bachelor's degree and/or a combination of education and minimum of three years’ experience.
  • Proficient computer skills; aptitude for technology and strong analytical skills.
  • Munis proficiency preferred.
  • Knowledge of relevant CT Education regulations preferred.
  • Excellent organizational skills, attention to detail, problem-solving skills, and willingness to learn.
  • Effective communication and interpersonal skills.
  • Ability to maintain confidential information.
  • Ability to handle stressful situations, work within difficult time constraints, and prioritize work and deadlines
  • Must be able to periodically work an extended and/or flexible schedule to meet the needs of the department.

CERTIFICATION REQUIREMENTS: Non-certified

SALARY AND TERMS OF EMPLOYMENT: This is a twelve-month work year position. Starting salary $65,000.

EVALUATION: Evaluations shall be conducted annually by the supervisor.
